Microsoft has published all the sessions from the Professional Developers Conference online, many on Windows 7 ...
One of the interesting sessions is Windows 7: Best Practices for Developing for Windows Standard User (http://mschnlnine.vo.llnwd.net/d1/pdc08/WMV-HQ/PC51.wmv). As expected the core kernel technologies have not changed - but there is a new UAC slider to temporarily decrease the number of prompts while working on things that generally prompt a lot.
Another session of interest is the session on Windows 7: Deploying Your Application with Windows Installer (MSI) and ClickOnce (http://mschnlnine.vo.llnwd.net/d1/pdc08/WMV-HQ/PC42.wmv) which discusses the new features for Windows Installer version 5.0.
