The content coverage in higher level classes assumes familiarity with the stated prerequisities - you may be unable to keep up with the content without this background. The course cannot be slowed down to accomodate lack of prerequisite knowledge.
For those who will be doing packaging or building infrastructre for Windows Installer, it is very difficult to do these tasks correctly if you do not have a good foundation in how Windows Installer operates.
