Why would you need another defragmentation utility when it's already built into the operating system?
After running the built in defragmentation utility twice in a row on Windows 2000, I downloaded O&O Defrag 2000. I gave it a quick spin and it was able to further defragment my drive! O&O is an MMC based application and has several "for pay" versions with additional capabilities.
